Its might be a hint that we could face human pirates/bandits in this game. We already know that not all aliens are bad, and not all people are working for the better of the whole(city).

I'd think it be highly likely we will encounter human enemies aswell as alien ones. There are always individuals who leave society or just dont want to conform to the norm or laws, and this is a perfect setting to have human settlements outside of the last city struggling to survive in their new harsh old Earth. Hopefully that wont mean that Destiny is clear between good and evil, rather more complex with lots in between. Human settlers in the old world might not be evil per say, only desperate sometimes enough to try to attack a lone Guardian in the hopes of taking equipment and supplies. Some will be more deadlier than others, who might just prefer to hold one at gunpoint "persuading" us to leave out gear to them.

I think we can safely assume there will be 'bad' human groups in game. Now what I'd really like to see is player joinable 'bad' factions. But those hopes will have to wait until we get information about joinable factions and what they are.

I think people are reading too much into descriptor words. The word "bandit" was mostly likely chosen to paint a picture in our minds. Not hint at a form of gameplay.

Well let's hope there not stupid bandits. ( Meanwhile in Skyrim) Shoots arrow at bandits eye while sneaking. Bandit: Ouch, where are you? 2 seconds later....... Bandit: musta been the wind...

There are definitely Fallen packs out in the wild. It showed it when flying into a mission in the gameplay. So maybe that's what they're talking about.
