I think, at least in America, that smoking should be banned absolutely everywhere besides the privacy of your own home/property. Why? Smoking, and more specifically second hand smoke, has been proven to give a much higher risk for cancer. You could not smoke a day in your life and still have your chances increased because your coworker smokes a cigarette outside of the office everyday as you walk in. You could be behind a person smoking in their car in light traffic and get a dose of secondhand smoke. It is not in your control and their bad decision is affecting you in a negative way, and as of right now, there is nothing you can do about it.
So, I suggest banning smoking in public access areas, meaning everywhere except your own home or private property. Obviously smoke shops and other similar establishments that wish to allow smoking can, but they will need to be ventilated properly to 100% eliminate contaminating the air outside of their establishment.

I totally agree, having to walk behind or being close to people who smoke is the worst. It should be illegal to smoke outside where other people can be affected by it.
