Reminds me of when I was going through the desert in Black and White 2, and a shiny Sandshrew popped up out of nowhere.

You can only get one of the legendary bird pokemon. It depends on your starter.

Access it from Dendemille Town, then go straight down to the fall section of the area, past a shambled building, then keep going down and you'll see the two skaters and such
