It's effective for one person, not the community as a whole. What you are doing is barely doing anything. What you are doing is telling the harasser that the worse they can do to him is mute him. There are no consequences, there is only someone muting and blocking a person that's not going to stop. Stop with the bear minimum. Stop being so damn lazy.
