No it's making sure that they are not allowed to play mutliplayers. That is something that is obtainable. You can ban someone for a year and then make sure that they are not able to make another account. What you are saying will stop SHIT. It doesn't stop a damn thing. It's a lazy way to TRY to fix a problem. You're not even trying to stop the harasser and that where you fail here.
