I read your list again, it said nothing about something that would stop them from playing multiplayer. It stops nothing, it just says "no stop doing it". Muting the guy stops them from bothering the person. Are you saying that if I mute someone and I can no longer get any more messages from them doesn't stop him from bothering me? Reporting him gets him banned. Not all the harassers are going to make infinite accounts.
