I'm sure there is a "level" to each place...we will prob be on earth for a while till we are strong enough to move on to say the moon. I would guess as imposing as the cabal are and as crazy as Mars seems, I wouldn't expect to be able to even set foot there till later in the games storyline. But we won't know for sure till we play!
