You could argue that a lot of those Steam accounts could be ALTs, but you can also say the same thing about XBL accounts, since you can make one of those for free as well (although you have to pay for XBL Gold to basically do anything). At least when somebody goes to make a Steam account, unlike on XBL, you don't have to have any money to start playing games right off the bat.

(hypocrites much?) Also I wonder how many people made multiple accounts to try and scam the competitions for the Steam Box. There is more to the numbers than "Steam is popular".
