So, my parents have assigned me the task of improving the home PC quality. It's a dell dimension 9150 that runs at a snails pace. Monitor, keyboard, mouse, and speakers are fine.
Now, should I see what I can do to upgrade this dinosaur tech, or is not worth it and should just buy a new PC for them. If that's the case, they're willing to spend around $400-$700. While it may not seem like much something needs to replace the ancient tech in the computer room.
What do you guys advise? New PC entirely? Or see what's compatible for upgrading?

Generally, the issue with speed is due to an older processor or potentially a shortage of RAM. In your case, it appears to be the CPU, which is an issue with simply upgrading: the motherboard will have to go as well. I think you're better off with getting something with a more powerful CPU.

Oh, was expecting a gaming PC talk, if it's just a general home use and web browser then just buy a new one. Cheap of course.

buy a new one (cheap of course!) and upgrade the hell out of it! ;)
