The best way to do it, would be to copy the link address of the chapter you want, paste it into your browser, then remove the "www." and add "halo."
So it would look like this:
halo.bungie.net/Forums/posts.aspx?postID=35203356&postRepeater1-p=21#55868885
pasted into your browser.
As far as new chapters... I've been busy lately, banging sloots and such. I might try to get back into it eventually though.
