Go ahead and place the horizontal line where you want the eyes to be (the line with help the eyes be aligned with each other if you're putting them on cartoons and such that aren't fitting into traditional anatomy)
And if the scaling lines become a bother you can ditch them completely. From the other cartoons I've seen you draw (I'm assuming you didn't use them for those) you don't really need them too much. You've got a good understanding of where the eyes and mouth should be placed as it is.
