The only question I have is if there would be a way for people who play Destiny on current-gen to play Destiny II on next-gen without having to play through Destiny I again. Something similar to the Genesis DLC in Mass Effect could be implemented.

Yes, it will work that way.

Let them just finish this game first before worrying about anything that comes next, Bungie has said they will be supporting Destiny for the next ten years, likely through large DLC packs or some kind of expansion discs.
