I've had this idea that has been floating around in my head for the last few days. I thought it would a great idea to get rid of map packs, and add campaign expansion packs instead, kind of like the idea of spartan ops, but more like campaign add on. The packs could be side stories about what else is going on in the Halo universe, before, during, or after the main campaign. For example, each pack would feature a few missions about the arbiter (if he isn't in the game), or Buck and his gang, or they could recreate a mission from an older game with new assets updated geometry, or a part of a halo book, or they could even make a few missions on a new set of characters. There are so many options. This would make the game much more interesting and it would be great for people who LOVE the Halo story and lore. Whether a campaign expansion pack would cost anything would be up to them.
Now you're probably asking, what about new maps? As you probably know, Halo 3's forge was a HUGE success, it was a Halo games first map editor, and it gave the player the ability to make their own maps that they wanted to design. In replace of map packs, Forge would need a MASSIVE overhall. They would need to update forge to an actual map creator/editor, while keeping the ability to edit available maps. This would give 343i (imo) to use their time much more efficiently, instead of pumping out map packs that people will just complain about and not play or like. This evolution would make the forge community SO happy, and with a new inspiring forge they could create AWESOME maps. We've already seen what some people can create, so let them use their full potential and creativty to make maps. And if 343i sees a nice balanced map, they could add it into match making. So while the fan base are making the maps for the game, 343i could make their expansion packs. This would make and make forge community HUGE, larger than ever before. With these two changes, this could be the best evolution to Halo the fan base has ever seen. This is what you would call "next gen."

Forge maps are great, but sometimes I want something new, though if Forge got really complex I can see this happening.

It'd be cool if 343 created a world creator similar to Project Spark.

What I think we need is a regular map editor for the console, just Reach's Forge mode or whatever, and some sort of heavy 3D map designer for Windows 8 in the app store that can directly transfer custom maps to your console. We're hitting a brick wall on what's capable with Forge mode. We need to move into the terrain and design area of creating custom content in Halo, letting individuals create their own custom, professional maps.
