Final Fantasy XIII-2 Caius and the billion times you have to fight him. Later in the game he can just instantly remove the stagger you just spent 10 mins getting and he buffs himself while he debuffs your whole party completely. So tough the first time I had to face him in the final part of the game. Even bosses in FFXIII weren't that hard for me compared to him.
