Specifically, if a child is not vaccinated, the parent or guardian should receive fewer, or be less-eligible for, state-sponsored benefits and services, such as welfare payments, schooling (such as exclusion from enrolment), child care, etc... with the exception of medical, and only medical, reasons.

Agreed, although the only downside I could forsee with a measure like this is that taking away the parents' benefits could potentially affect the children too. Yes, Child Protective Services could then come into play, but that isn't always the best or most evident solution. This is something that should definitely be handled with a lot of care.
