Do I give General Tullius Riften or Dawnstar?

Give him Winterhold. Ulfric gets Markarth for the Silver, and pretty much everything else. I say this because I've tried it every way. Even if you completely screw over Ulfric Stormcloak and give Gen. Tullius everything, Tullius [i]still[/i] says that you're obviously siding with the Stormcloaks. Ok. If you're going to claim I'm a d-bag anyway, then I'm going to be a d-bag and give Ulfric everything.
