AT&T wants websites to pay ISPs to do the things that the ISPs are supposed to do in the first place.
This is why ISPs should be regulated! They don't give a damn about the customers.
Data is data. It shouldn't matter what website it comes from. And it's not a finite resource like gasoline.
tl;dr: AT&T are forcing Netflix to pay for data that the customers have already paid for and they're refusing to upgrade their services. Verizon can now block and slow down access to certain sites.
