By that I mean, in the event that we are faced with the possibility of running out of land to develop in the face of a rapidly growing population, would you prefer to see research going into developing underwater cities or civilization on other planets?
And I don't mean research going into giving people gills and sending them to build things in the ocean, I mean creating undersea cities similar in concept/design to Rapture from Bioshock. You know, before everything went to shit.

Well, lets see... Travelling light years in probably generation ships to find planets in a goldilocks zone which could /possibly/ sustain life or go through the logistical/engineering hell which would be building thousands of cities under immense pressure at the bottom of the sea... Hmm...
