12 RepliesXavier would have no power over the chief, as his helmet is radio tight. If Xavier were a machine instead of a person, and he had the same powers, he could probably control the chief through his com relays, but other than using civilians against him, Xavier has no edge, and even against the entire city, chief could still reach Xavier to snap his neck in no time flat.
