Perhaps there's more reason than you know. The only reason I can think of Chief needing to wear a cloak would simply be to conceal his identity - This would make sense in a couple instances: it would conceal him from possible Forerunners, a well as the Sangheili, on whose planet it has been speculated the game will take place. Don't be too quick to jump to conclusions.
