Where should we establish a proper outpost first?
Here are some advantages and disadvantages of each:

[b]Pros[/b]
- Closer proximity to Earth (shorter transit time)
- Cheaper
- Good for research into effects of low gravity on humans
- Knowledge and experience from the previous landings
- Can be used for easier launches
[b]Cons[/b]
- Lacking in vital resources
- Dangers of extremely abrasive moon dust and cosmic rays on surface
- Not as exciting or prestigious (been there before)
[u][b]MARS[/b][/u]
[b]Pros[/b]
- Far richer in resources
- Better potential for self-sufficiency when developed
- More daring/exciting
- Leading to a possible future planet for humanity
[b]Cons[/b]
- Expensive
- The cost of mistakes is greatly exacerbated
- More advanced technology needed
- Dust storms

Sure, it's abrasive, but it can also be piled atop structures to serve as a radiation shield.
