Bethesda has said on their Forums for a while now that they won't be announcing a Fallout/TES game at E3 this year, or for a while to be exact.
Now, Todd has pulled some surprises before, but don't get your hopes up.

And I believe it was Pete Hines that said they won't be announcing their next title for a "long time". He said it on twitter over two weeks ago. A few months ago Todd said it would be a while as well. I'm predicting a 2016 release. Perhaps an announcement at the end of this year or some time next year.

I'm picturing some cryptic clue at the VGA's this year, maybe formal announcement at E3 next year and a fall release in 2015.
