I saw a video were this guy was on a patrol and he got a mission from Future War Cult and a mission from New Monarchy... so in the Alpha they are more than just vendors

Yes, but the Patrol missions are very generic. They're basically "Kill X number of enemies" or "Go to this location". Those Patrol missions also don't earn you reputation with the Faction, so I didn't count it.
