UPDATE: I've been told by a Bro that it was free-ware. I don't know if this brings me closer or further to finding it.
It's a turn based Strategy, set in the then modern times and the only things I can remember are:-
It's a PC game
It came out roughly the same time as a Hitman game I think (Thinking maybe 2004?)
It's like the GameBoy Advance (Later DS) game Advance Wars but as I say, in modern times, less cartoony and more upto date graphics, better, more realistic maps etc.
And it features a unit called the [url=http://www.q-elements.com/ptmessut/pt06.jpg]MLRS/MARLS[/url] (Multiple Launch Rocket System)

Here's a link for video's featuring an MLRS system in various video games. I guess you can scan through them till you find the game that looks the same as your memories. So far, the game ARMA 2 is the most popular search option, and if my memory serves me, came out around that time.
