Why does the club in New Alexandria have 3 helicopter pads, but the Hospital has none?
Why is the human architecture so impractical? In Halo 2 there is a large opening in the underground highway that leads directly to a sewer which leads to a park and then to the city. I can't see how this is effective as a sewer given the entrance and exit, and if its not intended to be a sewer then why does it look so much like one?
Anyway, this park has large monolithic slabs of concrete and concrete platform with no guardrails. There are no cameras whatsoever so this is likely an ideal place to commit murder or hide a body.
Later on before you board the Scarab there is this room with a deep pit of water and a large container that couldn't have fit in through the doors. The water pit is too narrow for a sub or boat, and even if one could fit there then what would it do? If it transported cargo that would be impractical as the only exits have several flights of stairs behind them .The purpose and function of this room has eluded me for many years.

I wouldn't look too deeply into the architecture. Bungie probably didn't like rails because they would look ugly with decent AA. 4. I'm pretty sure that part of the level architecture wasn't even finished, lol.
