1. That's a good question, lol. I have no answer. 2. The highway was shutdown, the sewer is an alternative route out of it. 3. I wouldn't look too deeply into the architecture. Bungie probably didn't like rails because they would look ugly with decent AA. 4. I'm pretty sure that part of the level architecture wasn't even finished, lol.
