Nope. Last we heard, 'Telcam is trying to overthrow the Arbiter in a civil war, while Jul 'Mdama is in charge of his own faction.

Ah, that clears up the confusion I guess, been trying to find updates on Telcam, but I see nothing's changed.

Yup. In Mortal Dictata he's still trying to acquire arms and weapons to supply his faction during the on-going war.
