The process to communicate with other players would be much simpler with proximity chat. Here are some scenarios:
You are out in the wild and come across two other players who have some badass armor and seem to know what they're doing. You want to tag along with them, because "the strength of the pack is the wolf, and the strength of the wolf is the pack."
With proximity chat, you say "Hey, guys! May I tag along for a bit?"
Without proximity chat, you have to search their gamertags or PSNs, and invite them to your party, or Fireteam, wait for them to join, and then say "Hey, guys! May I tag along for a bit?"
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
