It was actually an original concept from Halo 2. The mongoose was supposed to have miniguns on it when it was in Halo 2.

I wonder why bungie never added them in 3 or Reach.

Can't remember the exact reasoning, but it had to do something with being hard to contend with the Ghost (It was UNSC equivilant to the Ghost) due to lack of strafing, and it didn't encourage teamwork like the weaponless version.
