Idk if anyone has mentioned this yet, but in the beginning of the terminal video, it says The Arbiter's report was compiled by Lieutenant Commander Jameson Locke. So I suppose we now have a full name and rank of this "Locke" character. It isn't much but I figured it was worth noting.
