The fact that the file still referred to Thel as Supreme Commander of the Fleet of Particular Justice suggests to me that the file is from during the war when he was a high ranking enemy of mankind.

If that's true then I'm curious when Locke sent the report, and when 'Chief received it. Locke's described as a 'rising star' in Nightfall - which seems to take place after the destruction of Installation 04. He's not quite made it to Lt. Commander status. If the report was made before Thel was stripped of his status then I wonder at what point in the timeline does it fit in. I was also under the impression the two have had no communication whatsoever, before the eventual encounter in Halo 5.
