Needs to be a hand drawn circle to be considered official, guidelines are linked in the OP.

That's a glitch. Sometimes editing a public thread makes it private.

Yeah, I ran into that trouble last week, I would edit another person's thread to be public, but then when they edited themselves it would revert back to being private.
