As a hunter, will we have an option to have no hood?
Ive noticed we can "upgrade" our cloth but if we wish, may we go back and use the older versions?
Either this or can I just flip my hood down even with the full on cape?

There is no options to put your hood down, save for in the Tower, but even there you don't have a choice. However, there are bandana-ish cloaks that don't have a hood, though they are low level pieces of equipment.

Safest in the tower.
