Yes! The developers at Bungie explained their reasoning behind this, saying that there were too many other ways to overcome enemies on vehicles. But the only way I've personally been able to stop a pike coming straight at me is with a super, which isn't exactly the most reliable source. Idk though, maybe I just haven't experimented enough yet with other methods.
