The picture is from the Reef. The Queen of the Reef is sitting in the throne, covered by two Fallen aligned with a house that bears blue as its colour. To the far right is "the Crow", he was featured in the e3 2013 trailer saying "why is the city breathing down my neck." The Reef contains a lot of end game content and has story line importance.
