Is it only possible to pre-load a game on PSN if you have ordered it through the PlayStation Store?

I don't think Watch Dogs offered Pre-Download...just digital download... [spoiler]pre download being downloading the game before 9.9.14 so you can jump straight in.[/spoiler]
