Dunno. I'm pretty sure by "modifiers" they meant like Halo Skulls. "No Supers" or "Ammo is scarcer", that kind of thing.

a mob in nightfall can have a modifier too reduce for example 50% of arc damage. (source bungie video)

The mob wouldn't have it, all enemies would take less arc damage.
