I agree with you. The definition is far from perfect. By this definition super jumping in halo 2 would have been considered cheating. Super jumping is an example of playing a game in a way not intended by the developer; however, Bungie monitored the effects of super jumping on the competitive arena and decided to allow its continuation. In short, cheating should be evaluated on a case by case basis, but the definition above is a pretty good starting point.
