Is it cheating? No, not in the purest sense of the word. Will it give the user an advantage? For all intents and purposes, yes. Thing is though it's really only a PvP thing, that's the only place the minuscule advantage it's going to provide will become relevant (half the reason I don't venture into PvP unless I absolutely have to), and even then only the bleeding edge try hards will care enough. Avoid PvP and you'll probably avoid it and the 5 or 6 other questionable add-ons of a similar nature that you haven't yet encountered.
