Hip firing is mostly random anyways and ADSing already provides you with a reticle. This won't help if the player can't aim to begin with, so I vote "waste of money". The only game I could see this even remotely being helpful in is counter strike where the crosshair can sometimes blend in with the environment no matter what color you make it.
