It is obviously cheating. There may not be anything that can be done about it, but it is unfair.
Take COD's EMP grenade that was an example in the video. It is supposed to take down your enemy's sights, which is a part of its design and advantage. However, this prevents that intended aspect of the game from taking place due to a user's circumventing design. But not only does this provide an unfair advantage, it limits what developers put into the game to try and create variety and balance. Hip firing in some games is meant to be harder, and part of that difficulty sometimes comes from no crosshairs, among other things. Now developers would have to rely on more randomness than they did before.
Everyone can buy one, but that doesn't mean it's fair. Everyone could mod their systems, but that's considered cheating and you can get banned. The difference with this is that it can't be detected for and punished.

I know of several games that already have a type of 'sway' to your weapons. Which means the exact center of your scope will not always be in the center of your screen like it is for COD. While something like this would still be immensely helpful, since generally the bullets will at least go near the center, it is not so overpowering. But yeah, I completely agree it isn't fair.
