Level 20 Is not the end of the story. Merely the beginning of a new chapter.
For those who don't know level 20 is not the level cap. Merely the level bungie predicts you to be when you finish the story...for now. Bungie designer Luke Smith goes in to detail about life after level 20

In a typical mmo, once you hit level cap you start increasing a gear score. In TOR all level 55's aren't equal. So getting past 20 here should amount to increasing gear score, which may be a prerequisite to gaining entry to raids and hard mode strikes. Either way, I'm looking forward to helping get our clan through the end game. I seriously don't think I've ever been this excited about a games release. Maaaaybe mass effect 2, but I was at least able to play mass effect 1 to help tide me over with that game.
