Engrams: quality and chance of getting good items only depend on what level the cryptarch is or is it connected to your characters level too?

Both. A level 9 character won't be getting level 20 gear

By this logic could you save up all your engrams until 20 to get all high level gear?

Probably, you would be a lower cryptarch level because of it though

When I was a level 8 it gave me an incredible auto rifle that I needed to be level 10 to use, so it may vary.
