In the Beta, the only place in the City that players could go to was the Tower. In the full launch, will we be able to actually explore parts of the City?

Also dont forget the Reef is another safe zone. And their may be others we dont know about, against with DLC and future releases i expect more more more, As for the city itself? Doubtful
