I am unsure about this too. The alpha and beta featured a vendor that held the black, lvl 20 Vangaurd items. The trailer/marketing shows the white (weaker) guns and the helmets. I think the white versions will probably work like the gunsmith with levels (you get one near your level). Keep in mind it says day 1 "access", not "free weapons". They will likely require low amounts of Vangaurd points/glimmer Original thing: now that I think about it, I'm pretty sure datamined information says it costs 100ish glimmer per and nothing else.
