I think most people forget that the publisher, the people who actually decide on platform, is Activision and a few years ago they merged not bought, with Blizzard Entertainment, the guys behind World of Warcraft.
Activision have said that Destiny on pc is a natural fit. Thats industry speak for its coming we just working on how, when and how much.
Certain things have to be worked through first.
PC servers, they would be completely run by bungie/actiblizzard without psn or xbl support.
Dlc packs work very differently for pc, they would either have to be bundled into the game or free, pc gamers as a rule dont pay for patch content.
With separate servers there is a chance the destiny on pc would be subscription based or freeium model.
The ins and outs of min spec need to be decided and they are likely to be vastly beyond that of the ps4 and xb1 as pc tech they are 2 years out of date, but thats the difference between console and a gaming pc. Console $350 gaming pc $2000+.

DLC and patches are not the same thing. DLC are expansion packs, which PC gamers pay for all the time.
