On average, what does more damage in Destiny: A sniper round that hits a critical area/headshot, or a point-blank shotgun blast?

Shotgun crit > sniper. But in actuality due to mechanics the sniper is superior IMO.

Ya as far as pvp is concerned the sniper is far superior. Anyone can shotgun/melee so that is good for beginners. But pve is a different beast. Pve i think its more important to have balance in your loadout depending on your playstyle. For instance if im carrying a scout rifle. I tend to carry a fusion rifle or shotgun as my special.
