Yes they can. Dolphins are mammals, and have to surface to breath air.

No they can't; they're too good swimmers. They are born in the water; they can't drown. They're just too good at swimming; they will always swim to the surface. They're not just gonna stop being able to swim when they can't even walk and have been swimming from birth and have been designed to swim from inception... Are they?
