Disagree. The comment implies servers will actiavte separately in each region of the world as midnight strikes. If a retailer breaks street date and releases to (say) US citizens a day early, the servers will know they are not in a region already playing and block them. Or something like that.

Edited by SolTrain: 8/23/2014 5:06:29 AMThe ps store (which allows you to preload the game 2 days earlier) states that servers go live at 12 pst. Maybe there are exceptions outside the U.S. (which I doubt) but if you live in the U.S. of A you'll have to wait till 12am PST for the servers to open up to the public. Then again the ps store is a retailer and that might just be how they're doing things. We'll see soon enough.

The Australian PS store says midnight AEST.

Well the PS servers refresh at 12am pst so that may be why Digital down loads won't start until 12am pst

I think it sounds like when the first time zone hits midnight, the servers go up. It says "When it is September 9th somewhere in the world...". They also say that retailers will release the game as each timezone hits midnight, but their servers as a whole don't care about timezones, and will be up when it becomes midnight in the first time zone. "Retailers will stick to time-zones. Our servers won’t know the difference. Retailers will break street date. Our servers won’t." Don't know about Digital though, but it's not relevant to me.
