Servers do not give a rats flying -blam!- about time zone differences in terms of where the hardware is at versus you.
On 9/9, at midnight 00:00, you should have access. Forget the CST, GMT, PST, ect. and if by some miracle of a chance you do not? Give it a few minutes, try again, and if not THEN, then the servers wee setup for a simultaneous launch time which is 12 PST.
